You can buy an expensive growlight setup or make your own. Usually you can buy regular shop lights for 1/2 the price and they do just as good as the expensive grow light setups :) 

MAKE SURE TO: 

1. Kelvin: For seed starting should be 5,000- 6,500 Kelvin (this is the collor) 

2. Lumins: Light intensity (or Lumins) ideally should be 2,100 Lumens or higher. The more intense (higher the number) the farther away from you seedlings you can place the lights. 

I used 2 of these lights per shelf (https://www.shopper.com/p/8k8p/r) for a total of 8 shelfing unit. They have worked fantastic!
